The territorial master agent grade belongs to category C of the technical branch in the territorial public service. This employment framework includes approximately 120,000 agents according to the General Directorate of Local Authorities. The associated index grid sets the gross monthly salary at each step and serves as the basis for calculating remuneration, before any bonuses or allowances.
Frozen index point since 2023: what it changes for the master agent grid in 2026
The key data that conditions any reading of the index grid in 2026 is the freeze on the index point. The value of the point has been set at 4.92278 euros since July 2023, and no general revaluation has occurred in 2024, 2025, or 2026. This blockage mechanically locks the evolution of the indexed salary for all civil servants, including master agents.
In practical terms, a master agent who remains at the same step between 2023 and 2026 receives exactly the same gross salary. The only possible salary progression comes from step advancement (linked to seniority and professional evaluation) or promotion to a higher grade.
To delve deeper into the remuneration mechanisms related to this employment framework, a resource details the master agent grade on The Business News with all updated indices.

Master agent index grid 2026: gross salary by step
The employment framework includes two grades: master agent and principal master agent. Each has its own grid with distinct gross and enhanced indices.
Master agent: thirteen steps
The grid for the first grade spans 13 steps. The enhanced index starts at 369 at the first step, for a gross monthly salary of approximately 1,817 euros, and reaches 481 at the last step, which is about 2,368 euros gross. The total duration to progress through all the steps is approximately 24 years at the statutory duration.
Principal master agent: ten steps
The principal grade, accessible through a professional examination or internal promotion, offers a shorter grid but with higher enhanced indices. The gross monthly salary at the last step reaches approximately 2,501 euros.
The calculation formula remains the same regardless of the grade: enhanced index multiplied by 4.92278 euros. This result gives the gross monthly salary, before deductions and before bonuses.
Minimum salary 2026 and impact on the first steps of category C
One point that standard grid sheets do not detail: the mechanism of the minimum salary. Since January 1, 2026, the minimum salary is set at the enhanced index 366, or 1,823.03 euros gross monthly. This floor ensures that no full-time civil servant receives a salary below this level.
For master agents, whose first step is at an enhanced index of 369, the direct impact remains limited. However, this floor has a consequence on the readability of the grid: the first steps of many category C grades are “compressed,” with very small pay gaps between them.
Some 2026 salary guides also mention an effective alignment on an enhanced index of 380 (approximately 1,871 euros gross) to prevent a full-time agent from falling below the minimum wage level. This effective increase does not change the theoretical grid but raises the actual remuneration paid at the first steps.
From gross salary to net salary: the deductions to know
The amount displayed in the index grid does not correspond to what arrives in the bank account. Several mandatory contributions apply:
- The civil pension (retirement deduction) at a rate of 11.10% of the gross salary, deducted directly from the pay slip
- The CSG at 9.20% and the CRDS at 0.50%, calculated on a slightly different base than the indexed gross
- Any additional contributions (mandatory health insurance, provident fund depending on the territorial employer)
The gap between gross and net is around 20%. A master agent at the first step earning approximately 1,817 euros gross thus receives an estimated net of around 1,442 euros, excluding bonuses and allowances.
Step advancement and grade promotion: the levers of progression
Step advancement is the main mechanism for salary progression within the same grade. It relies on two elements: the statutory duration (minimum seniority at each step) and the annual professional evaluation, which can accelerate the transition to the next step.
Promotion to the grade of principal master agent constitutes the second lever. It can be obtained through two pathways:
- The professional examination, open to master agents with a certain seniority in the grade
- Internal promotion by choice, upon proposal from the territorial authority after consultation with the joint administrative committee
The transition to the principal grade does not simply result in a change of title. The agent is reclassified to a step offering an index at least equivalent to the one they held, ensuring no loss of remuneration.

Bonuses and allowances: what adds to the indexed salary
The indexed salary represents only a part of the overall remuneration. Several supplements are added to it, the main one being the RIFSEEP (indemnity regime taking into account functions, constraints, expertise, and professional commitment). Its amount varies significantly from one community to another.
Other elements may complement the pay slip: the new indexed bonus (NBI) for certain specific functions, the family salary supplement (SFT) for agents with dependent children, or the residence allowance depending on the geographical area of assignment.
The total amount of bonuses can represent a significant supplement, but it entirely depends on the indemnity policy of the employing community. Two master agents at the same step, in two different municipalities, may receive significantly different net salaries.
The prolonged freeze on the index point makes these supplements all the more crucial in the actual evolution of purchasing power. For a mid-career master agent, the salary progression margin in 2026 relies more on step advancement and local bonuses than on a hypothetical general revaluation.
